Smart Pet Products Certification Guide: CE, GPSR, FCC, SABER

TL;DR

Certification is market-specific, not product-specific. The EU needs CE plus GPSR, the UK needs UKCA, the US needs FCC, Saudi Arabia requires SABER before customs clearance, and Russia and Brazil have their own schemes. Declare your destination markets before production so testing is done once.

Certification by Market: The Short Version

Certification is the single most common cause of delayed or rejected shipments in this category. The table below gives you the working map; confirm the details with your customs broker before your first order.

MarketCore requirementsTypical notes
European UnionCE, GPSR, RoHS, REACH, WEEE/EPR registrationGPSR requires an EU responsible economic operator and traceability labelling
United KingdomUKCAGreat Britain only; Northern Ireland follows EU rules
United StatesFCC (wireless/digital), UL or ETL for safety on mains-powered itemsAmazon and major retailers request documentation before listing
Saudi ArabiaSABER certificate of conformityRegistration through SABER platform prior to shipment; Arabic labelling expected
UAEECAS / EQM conformityLocal authorised representative often used
Russia / EAEUEAC markingCovers Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan
BrazilINMETRO (electrical safety), ANATEL (wireless)Local testing and a local representative are typically involved

What Each One Actually Covers

CE (EU)

A declaration that the product meets applicable EU directives, not a quality badge. For smart pet products that usually means electromagnetic compatibility, radio spectrum use where wireless is present, and electrical safety. The manufacturer issues the declaration and holds the technical file.

GPSR (EU)

The General Product Safety Regulation modernises product safety obligations. In practice it adds three things importers feel: an EU-based responsible economic operator must be identified, products must carry traceability information, and safety documentation must exist before the product is placed on the market.

FCC (US)

Covers electromagnetic emissions from digital and radio-frequency devices. Anything with Wi-Fi, Bluetooth, cellular or a switching power supply falls in scope. Certification is done through an accredited lab and, for intentional radiators, a certification body.

SABER (Saudi Arabia)

A pre-clearance system. Shipments of regulated products need a product certificate and a shipment certificate issued through the SABER platform before customs release. Skipping it is the fastest way to have a container stuck at Jeddah or Dammam.

How We Handle It

Our working rule
  • You tell us the destination markets before production.
  • We confirm which certifications each model already holds and provide the existing test reports.
  • Where a market needs new testing, we quote it separately and transparently - no hidden compliance cost buried in the unit price.
  • If a model is not yet covered for your market, we say so up front rather than after you have paid.
Be careful with suppliers who answer "yes, we have all certificates" without asking which market. Certification is market-specific. A test report for the EU does not clear a shipment in Saudi Arabia, and no certificate is valid for a model it was not tested on.

Frequently Asked Questions

Do all smart pet products need CE marking?

Any electronic product placed on the EU market needs CE marking covering the directives that apply to it - for smart pet products this is typically EMC, radio equipment where wireless is used, and electrical safety. Non-electronic accessories such as bowls and leashes do not require CE.

What is GPSR and does it apply to pet products?

The General Product Safety Regulation is the EU framework that replaced the older directive. It applies to consumer products including pet products, and requires an EU-based responsible economic operator, product traceability information and a documented risk assessment. It has applied since December 2024 and enforcement has tightened through 2025-2026.

Is FCC required for the US market?

Yes for products containing radio or digital electronics. Smart feeders, cameras and GPS trackers with Wi-Fi, Bluetooth or cellular functions require FCC authorisation. Retailers such as Amazon will ask for the FCC ID before listing.

What does the Middle East require?

Saudi Arabia requires SABER registration and a certificate of conformity for regulated shipments, handled through the SABER platform before customs clearance. The UAE uses the ECAS/EQM system for conformity assessment. Arabic labelling is commonly required as well.

Who is responsible for certification - the factory or the buyer?

It is shared. The factory supplies the product, technical file and test reports from accredited laboratories. The buyer declares the destination market and is usually the importer of record. The cleanest arrangement is to agree the market list before production so the right tests are done once, not twice.

How long does certification take?

Existing test reports can be leveraged immediately for many models. New testing typically takes two to six weeks depending on the product and the number of markets. Registration schemes such as SABER or national EPR add administrative time on top.
